Víctor Moinhos, a native of Lisbon and a self-taught artist, has nurtured his passion for painting through various courses, including one at the Câmara Municipal do Barreiro and a portrait workshop at the Sociedade Nacional de Belas Artes. He participated in the "Ágora" project at the Museu Colecção Berardo (2015-2016) and, more recently, completed an artist residency at FAVO (Fábrica de Artes Visuais e Ofícios) during 2020-2021, where he offered open classes to the community, thereby strengthening his connection with art and his surroundings.

The artist has participated in over a hundred solo and group exhibitions both nationally and internationally. They have a diverse background that includes music composition and performance, theater, poetry, and amateur radio production. Notable achievements include:

The artist has received multiple awards in advertising competitions and floral games. They have contributed to international postal art initiatives in Barreiro, Porto, Brazil, and Finland and have been selected for various prestigious prizes and exhibitions. Additionally, they were invited to participate in the 150th anniversary of the Portuguese Red Cross and have organized an annual fair, "Artes & Ofícios," in Moita. The artist has also illustrated poetry books, created postcards, and executed wall panels themed around the history of various public organizations, with works represented in both institutional and private collections domestically and abroad.
